What a body-worn camera deployment really costs
A body-worn camera programme is bought as a device and lived as a system. The unit that records is the visible purchase. The things that make the footage retrievable, retainable and usable are the ones that decide whether the programme is affordable in its third year.
The device is a line, not the budget
Ask what a deployment costs and the answer that comes back is a unit price multiplied by a headcount. That figure is real and it is usually a minority of the total. The full list of purchases, before anyone has recorded anything, looks like this.
- The devices themselves, and spare batteries where the battery is not integral.
- Docking and transfer stations — charging, offload, and in most systems device-to-officer assignment.
- The evidence management or central monitoring platform, and its licences.
- Storage sized to a retention policy, whether on-premise or hosted.
- Network capacity to move footage from where it is recorded to where it is kept.
- Power and physical environment for the docking estate.
- Deployment, configuration and training.
- A spares pool, sized against a real attrition rate.
- Freight, insurance, duty and clearance.
- Certification and type approval for the destination market.
- Administration and review — the recurring salary cost of running the thing.
Every one of those has a supplier, a lead time and a renewal date. A comparison that prices only the first line will pick the wrong supplier reliably, because the cheapest device is frequently the one that pushes cost into the other ten.
Docking is not an accessory
Docks charge the device, offload the footage, and in most systems stamp each file with the officer it came from. That last function is what makes the footage evidence rather than video, and it is why the dock is part of the system rather than a peripheral.
The ratio of docks to devices is a shift-pattern decision, not a supplier default. If two shifts return within the same hour, the estate must absorb both at once or officers wait — and the second shift going out with partly charged devices is how a programme quietly stops recording.
- How many devices per dock, and what is the full offload time for a device at the end of a shift?
- Does the dock require an attached PC, or does it offload independently?
- Is the connector proprietary? If it is, the dock is a lock-in and its replacement price in three years is a number worth having now.
- What happens when a dock fails — is it field-replaceable, and what is the spare policy?
The platform is where the money moves
The evidence management platform is usually the largest single line after the devices themselves, and its sticker price is the least informative thing about it. What decides the cost is the licence model: per device, per seat, per concurrent user; perpetual with an annual maintenance percentage, or a subscription that renews. A perpetual licence with annual maintenance and a subscription can look very different in year one and identical by year five.
- Per what is the licence counted, and what happens when the device count grows by twenty per cent?
- On-premise or hosted? If hosted, in which jurisdiction does the footage physically sit?
- What is the renewal price, and is there a cap on the increase?
- What happens at non-renewal — do you retain the footage, and can you export it in a documented, open format?
- Is there an API, and can an export be produced for a court or an oversight body without the vendor's involvement?
- Is there an audit log of who viewed, exported and deleted which file?
- Is redaction included, and is it per seat?
The question people forget
The export question is the one that gets skipped and the one that hurts. If your evidence cannot be extracted in a documented format without the vendor's cooperation, you have not bought a platform — you have rented custody of your own footage, at a price the vendor revises annually.
Retention is arithmetic, and you have to do it
Storage volume is not a matter of opinion. It is bitrate, multiplied by recording hours per device per shift, multiplied by the number of devices, multiplied by the retention period — plus redundancy, plus the footage flagged for extended retention.
Insist on bitrate, in writing, and insist on it per resolution setting. A resolution alone tells you nothing about storage: the same 1080p footage at different bitrates differs by a multiple, not a margin. Ask for the codec as well, and ask whether the quoted figure includes audio. A supplier who cannot answer these has not been asked before, which is itself worth knowing.
Fix the retention period before you size anything. It is usually set by policy or by law at the destination rather than chosen technically, and it is the multiplier that dominates the calculation. Sizing storage first and discovering the retention requirement afterwards is the most common way a deployment budget is wrong by an order of magnitude rather than by a percentage.
Then account for the tail. Routine footage expires on schedule; footage tied to an incident, a complaint or a case does not. That archive only grows, and it grows at a rate driven by events rather than by shifts. Budget for a growing store rather than a steady one, and ask the platform how flagged material is held, indexed and eventually released.
The costs that appear after the container lands
Network. Footage has to travel from where it was recorded to where it is kept. Where the link is thin or unreliable, offload becomes physical — someone carries a drive — and that is not a workaround, it is a different operating model with its own chain-of-custody problem. Establish the link capacity at every site before choosing between a hosted and an on-premise platform, because that single fact often decides it.
Power and environment. A cabinet of docks draws considerably more than a wall socket comfortably provides, and a room holding twenty of them has a cooling requirement. Where mains supply is intermittent, the docking estate needs backup, and the backup needs sizing against the offload window rather than against idle draw.
Manpower. Someone administers accounts and devices, someone reviews and redacts footage on request, someone maintains and replaces hardware. This is a recurring salary line and it is frequently the largest cost in the programme after the platform. It is also the one most often left out of a comparison entirely, because it does not appear on any supplier's quotation.
Spares and attrition. Body-worn devices are dropped, submerged, crushed in vehicle doors and lost. A spares pool is a line item, not a contingency. Ask what failure rate the manufacturer designs to, get the warranty terms in writing, and settle the question everyone forgets: who pays the freight to return a defective unit to China. On a low-value device that freight can exceed the value of the unit, which means the practical warranty is worth less than the written one.
Why the cheapest unit often loses
A cheaper device with a proprietary dock, a per-device platform licence, a codec that inflates storage and a battery that is not user-replaceable can cost materially more by its second year than a device that quoted higher. None of that is visible in a unit price, and all of it is answerable before an order is placed.
The comparison that decides correctly is cost per device per year across the intended service life, including platform licences, storage at the required retention, spares at a realistic attrition rate, and the freight and duty of both the original shipment and the warranty returns. Run it on every shortlisted supplier before choosing, using the same assumptions for each. Run it afterwards and it becomes an explanation rather than a decision.
And verify that the specifications being compared are real specifications. Published attributes are marketing documents until they have been checked against something.
Across 19 products and 244 specifications captured and translated from Chinese for the pilot, two models were found published with identical specifications under different part numbers, and one quotation named two different chipsets for the same unit. A comparison built on published specifications alone would have carried those forward as three distinct, independently sourced options.
What to fix in writing before you order
- The retention period, and the storage volume that follows from it at the stated bitrate.
- Bitrate and codec at every resolution setting the devices will actually be run at.
- The licence model, the renewal price and what happens to your footage at non-renewal.
- Dock-to-device ratio and full offload time, checked against your shift pattern.
- Spares percentage, warranty duration, and who pays return freight to China.
- Data ownership and the export format, tested on a real file before acceptance.
- Which party is responsible for destination certification and type approval.
